The Shire of Wagin is tendering for the design and construction of a new pavilion for the district’s cricket and hockey clubs.
The pavilion will be located at the site of existing facility at the Wagin Showgrounds, Ballagin Street Wagin. The existing clubrooms are being demolished by Keybrook Utility Service.
The request for quote is being issued in separable portions.
The Separable Portions A and B may be awarded as a combined contract or separately. The component works of Separable Portion B may be awarded as a combined contract or separately.
Respondents are required to indicate if they wish to be considered for:
- Separable Portion A – Pavilion construction only
- Separable Portion B – Internal fitout only
- Both Separable Portion A and B
Respondents are required to provide a pricing breakdown for the Separable Portions they wish to be considered for.
Separable portion A – Pavilion construction
- Build an approximate 20 metre (Width) x 20 metre (Length) x 4.8 metre (Height) pavilion suitable for use as club rooms for the Wagin Cricket Club and Wagin Hockey Club at the Wagin Showgrounds, Ballagin St Wagin.
- The pavilion must be raised a minimum 1.5 metre off the existing ground to allow spectating of the playing surface
- The pavilion must have a veranda and windows opening to the playing surface
- Disabled access is required to pavilion
- Separate players entrance to the change rooms
The Shire is open to receiving proposals for the pavilion to be constructed using various materials and could be traditional construction, modular construction or of steel construction.
Separable Portion B – Internal fitout
- Internal walls and fittings for:
- equipment store
- cleaning store
- Change room 1
- Change room 2
- Kitchen and servery
- Lighting
- Reverse cycle air conditioning
- Water and power connections
A concept is attached which may form the basis for design is included.
The concept is illustrative rather than prescriptive.
Construction is to occur over Summer 2024-25 and avoid conflict with Sportsground users including Wagin Woolorama in March 2025.
The Shire can provide accommodation for up to five workers to complete the project.
The Shire is seeking market input on a range of construction options. It also welcomes the presentation of options for staged delivery and construction through prefabricated materials (ie a shed).
The Shire welcomes submissions that present options for raising the building height including through a raised sand or gravel pad.

Assessment
Submissions will be assessed in accordance with the Shire’s procurement policy. Recommendations will be made to Council based on an evaluation of the submission based on the capacity to deliver the project in accordance with Shire and club user expectations and price.
